Why aren't there garbage bins in front of my house? The garbage bin is a container made available to collect garbage from several previously targeted users in a limited area. It is an instrument of one of our collection methods which is fixed point collection. If there is no bin in front of your home then two other situations are possible. Either you are served by a door-to-door collection truck that passes at a time of day in front of your home, or the ferry that serves you is within a radius of about two hundred meters around your home. But it should be noted that the garbage bin should not in principle replace the household garbage that each household should have to keep its garbage, otherwise bins should be placed in front of each house. Imagine what the costs would be.
Who pays Hysacam? Hysacam is a private company that collects and treats household waste in the cities where it works. Cameroonian legislation assigns responsibility for this service to municipalities. Some have chosen to grant this service to a specialized company Hysacam, through a public contract. Hysacam is therefore paid by the municipalities of the cities where it removes garbage either directly or through subsidies that the State grants to these cities.
Why can't Hysacam work only at night? The public contracts that Hysacam enters into with cities are very precise on the quantity of waste to be collected, the quantity of equipment to be deployed, and even the number of employees to be mobilized permanently. All these elements are decisive in the market price. In the city of Yaoundé, for example, with some 50 trucks and more than 600 people, working 24 hours a day, Hysacam collects 700 tons of garbage a day. If she were to work only at night, it is obvious that she would have to mobilize in one night to collect the same tonnage (i.e. 700t in 12 hours instead of 24 hours) twice the trucks, double the men. This theoretically is feasible. This would probably pose less bottling problem. But it also has a cost. Indeed, the market price would be almost double what it is. Working only at night would automatically double the resources allocated to the cleanliness service, with the same result in terms of quantity collected, even though at the moment these resources are insufficient in view of the size of the city. However, the service is paid for by municipalities or the State from taxes, that is to say by the populations
Why does Hysacam prefer certain neighborhoods? All city residents are all entitled to the same cleanliness and garbage collection service. There are no privileged neighborhoods. However, the collection of household waste depends fundamentally on road service. The best-served neighborhoods will be more easily collected than landlocked neighborhoods. Moreover, it so happens that the populations of these well-connected neighborhoods are also the wealthiest. These are the neighborhoods where there are the largest number of regulatory garbage cans that guards or janitors take out of homes when the collection truck passes. This makes the service even easier. Thus, in neighborhoods such as Bonapriso, Bonanjo, in Douala, and bastos in Yaoundé, the collection service is much easier. This gives the impression that these neighborhoods are favored. However, in reality, Hysacam deploys more material resources and human resources in hard-to-reach neighborhoods, with a result that is not the same, because work is more difficult. These neighborhoods are not only denser in terms of populations, but also more difficult because people dump waste everywhere.
What does Hysacam do for people who live in completely inaccessible neighborhoods? PFor neighborhoods completely inaccessible to our vehicles, the method used by us so far has been to deploy large-capacity garbage bins (6m3 and 16m3) around these fireplaces, the construction, with the support of the municipalities of garbage collection centers. In addition, we also encourage an organization of pre-collection by associations, local health and health committees and non-governmental organizations. We offer them everything, wheelbarrows, shovels, rakes and forks, in collaboration with the municipalities to facilitate the transport of garbage to the aforementioned collection points. Several neighborhoods (MELEN, EMOMBO, ESSOS, MVOG ADA,) and associations (Association Mieux Vivre, RAFED) NGOs (GIC GEOVELEC, TAM TAM Mobile, MVOG ADA volunteers,) in Yaoundé and Douala in Cameroon benefit from this initiative.
Why doesn't Hysacam value household waste? By their nature, household waste produced in Cameroon has a high moisture content and is made up of more than 80% biodegradable organic matter. As a result, they are better suited to valorization by composting. But only industries and markets for this product should be developed. Around the world, these types of companies are subsidized for environmental protection. Today, the waste treatment method used is controlled landfilling, it is the least expensive and promotes the production of biogas. It will make it possible to develop biogas upgrading projects in Yaoundé and Douala through the "Clean Development Mechanism". For other types of recycling to be considered, garbage would have to be sorted beforehand at the household level. This would therefore require that each household can already have at least two garbage cans and education campaigns follow.
What is Hysacam doing at the landfill site to prevent pollution? A landfill is a place where it is allowed to deposit household waste for containment. In order to avoid the nuisances related to the location of its landfills that HYASACAM will operate, certain measures indicated by the standards are taken before its construction. This is the nature of the soil that must be waterproof, the distance from homes to avoid noise and odors. During operation, the site must be controlled, for this access and exit of people's machinery and waste are regulated, the various gas and liquid effluents are minimized and treated. Care is taken to ensure strict compliance with treatment methods. Deratification and disinfection campaigns are organized regularly and local site monitoring committees to ensure compliance with procedures.
Why doesn't Hysacam work in all the cities of Cameroon? As a professional private company specializing in the cleanliness and treatment of municipal waste, Hysacam offers its services to all cities that are concerned about quality and professionalism. But it is not up to him to decide. The decision to make Hysacam work belongs to mayors and municipal magistrates who must take into account their city's budget and priorities. As far as Hysacam is concerned, the company is ready to work in any city that uses its services, provided that this city guarantees that staff will be paid, that trucks will be maintained, in short that the service will be paid.
